Are your brother the teacher? = هل أخوك هو المعلم = hal akhûka huwa lmo'allim[u]
My brother is the teacher. = أخي هو المعلم = akhî huwa lmo'allim[u]
My brother is not the teacher. = أخي ليس هو المعلم = akhî laysa huwa lmu'allim[u]

I don't know what you mean by "block".
