It's because their system is in Arabic, and they are using the Arabic version of the forum, that means that their messages in Arabic are not encoded because the system itself is in Arabic, so no need to encode nothing, but for you; your system is in English or French, which deos not use the same charachter encoding that Arabic uses, this make you see strange deformed charachters instead of the original text .

But when you write Arabic, you automatically use the encoded version of it, to suit your system this is how you can easily read what you write in Arabic or what other "Western systems" users write in Arabic.
