Because there is the "و" so it's pronounced "oo" not "ee"
The hamza is under only in this case : إي and إِ otherwise we put it on the top

Thank you so much. That is an albanian name, the meaning is Ilyrian Princess, it is my daughters name. I plan on getting a tattoo, can you double check that for me? Thank you.
