I think sometimes it is and in other times, it isn't... It depends on the thing or stuff you're thinking about. If you're thinking about a Math problem, with only numbers, equations, etc; you don't need to think about words, tenses, phrase structure, etc... but it might be possible that you need it too!!
But when it comes to write or read a text, or talk about something, you do need the language to make yourself understood and to understand what the other person is saying. I'm not an expert in this field, but it seems to me that a language can influence your thinking structure. It's not the same to think about SVO (subject - verb - object) than SOV, or OSV, etc; and it's not the same an agglutinative language (with lots of cases) than an isolating one, for example.
