Is this audio clip Finnish?

Hey, sorry to be disturbing you, I've asked everyone, from my mom that knows 7 languages, to a translator, but no one seems to know which language this is... can you help me? It's for a radio station contest.

go to this site and go down the page and type in the numbers you see into the box beside it and click submit. It will bring you to a page that you have to wait 30 seconds before downloading.... could you download it listen to it and help me?

No, it's not Finnish. Sounds more like Russian or some other Eastern European language.
