I want to ask the moderator to make this topic important, so that everyone could see it in the top of themes.

Rather a lot of people can't see Russian fonts in their browsers just because they don't know they can change the encoding of the page.

The others IMHO would be happy to have a Russian keyboard layout to be able to type in Russian.

Certain applications may still render cyrrilic fonts improperly, you may try installing an official MUI package (I think it's available for download on microsoft official site)

Please let me correct:

1) No, MUI package for XP is only for corporations - MS site states it clearly - no download:
about MUI on microsoft.com

2) It does not matter any way, because MUI does NOT help in functionality matters such as Cyrillic processing/fonts/programs - MUI is a Localization Kit - just text translation, for example, to have a Russian word instead of "Start" on that button.

***

There are several methods for Cyrillic applications under non-Russian Windows - including free MS utility Applocale - it's all explained in the section called
"Full Russufucation: Russian programs and file names" of the (often updated) site that also provides tune-up instruction for e-mail programs and browsers, offers keyboard instruction - how to type in Russian under non-Russian Windows, offers modern Virtual Keyboard for Russian and Ukrainian, etc.:
