Les offres doivent être composées :


1-D’une offre technique insérée dans une enveloppe fermée ne comportant que la mention «offre technique»;


2-D’une offre financière insérée dans une enveloppe fermée ne comportant que la mention «offre financière»;


Les deux offres technique et financière accompagnées des pièces réglementaires, à faire parvenir à l’adresse sus indiquée, sont mise sous enveloppe principale anonyme portant la mention suivante :


«SOUMISSION A NE PAS OUVRIR» «AVIS D’APPEL D’OFFRES »


Le soumissionnaire doit obligatoirement fournir l’ensemble des pièces citées dans le cahier des charges sous peine de rejet.


La date limite de dépôt des offres est fixée à 30 jours à 16 H 00 à partir de la première date de parution du présent avis dans la presse nationale.


Les soumissions qui parviennent après la date limite de dépôt des plis ne seront pas prises en considération.


Les soumissionnaires sont conviés à assister à l’ouverture des plis des offres techniques, qui aura lieu en séance publique, le jour ouvrable qui suit la date limite de dépôt des plis, et à 09 H 30 à l’adresse précitée.


La date d’ouverture des plis financiers sera communiquée aux candidats retenus à l’issue de l’analyse technique.


Les candidats restent tenus par leurs offres pendant une période de 180 jours à compter de la date limite de dépôt des plis.

In order to withdraw the required file for the presentation of their tenders against the payment of the equivalent sum of……. The payment must be made at the bank, an account in local currency and accounts in foreign currencies, one in € and another one in $.
The tenders must be made up of:
A technical offer included in a sealed envelope comprising only the mention “technical tender”.
A financial tender included in a sealed envelope comprising only the mention “financial tender”.
Both tenders; technical and financial, accompanied by regulatory documents must be sent to the address and put anonymous envelope comprising the following mention “don’t open this bid” “invitation to tender”.
The bidder should supply all the documents that have been mentioned in the conditions of contract at the risk of rejection.
The deadline of the deposit of the tenders is set to 30days at 16:30 from the first day of the publication of the invitation in the national media.
The bids that reach after the deadline of the deposit of the folds will not be taken into account.
The tenderers are invited to attend the opening of the folds of the technical tenders that are held in a public meeting, the day that follows the deadline of the deposit of the folds at 9:00 at the address mentioned previously.
The opening date of the financial folds will be announced to the successful candidates at the end of the technical analysis.
The candidates are detained by their tenders for a period of 100 days from the final date for submission of the folds.
