An autonomous and decentralized management The American university system appears in many respects far from the French system. The federal department of education is (simply) not the equivalent of the French Ministry of Education. The federal government has no authority or control over higher education institutions, even if they are public. Therefore, this specificity gives to U.S. universities complete freedom on their management, their organization, teaching, the selection of teachers or the choice of non-educational activities. This freedom contributes greatly to the success of American universities that are not only places of learning but places to live, some even say they run like businesses. To give an example, Harvard University, which is private, have 3 museums on campus, regrouping more than 150 000 works of art. This extra-pedagogical dimension contributes greatly to the commitment of students to their university and the reputation thereof. Moreover, it fosters competition between universities. B. Research: a prominent place American universities are among the most competitive in the world. American universities annually spend between 30 and 35 billion dollars for research and development. To give an overview, these expenditures represent 11% of national expenditure on R & D. It must be known that funding for those researches is largely brought by the federal government through federal agencies such as the National Institutes of Health (NIH) or NASA. This is those agencies who finance the large cost of research, directly and indirectly. In addition, most prestigious private institutions can receive federal funds to finance their research, these credits are a big part of their research budget. Paradoxically, research and development at university level is strongly determined by choices adopted at the federal level. University research is highly valorized and American universities are often rewarded with Nobel prizes. On the last 10 Nobel prizes in physics awarded, 9 were given to a team comprising at least one American. This interest is facilitated by the large financial resources available to universities. C. Funding of universities The freedom of management and the development of the research are possible thanks to the considerable resources available to American universities, especially those that are private. These universities of excellence rely heavily on the quality of their students who must not only have good academic results but also have substantial financial resources.
