Default Help pr un texte, present perfect, present perfect continuous ou past simple

J'ai deux textes d'anglais, je dois conjuger certains verbes soit :
present perfect, present perfect continuous ou past simple

Cependant, il s'avere que j'ai parfois qqe doutes. Merci de me dire si ce que j'ai mis est correcte.

a)
It's remarkable to think that since 1950 influenza claimed more than 50,000 lives in the country, and in 1957 alone around 6,000 people died. But over the last 20 years we at the center have made considerable progress on understanding the illness. We have produced over a hundred books and articles reporting the results of our research and in 1995 they awarded the Nobel Prize for medicine to one of my colleagues. In our more recent work we have looked into the effects of influenza on heart disease and we have also explored a possible link between climate change and the recent increase in the number of cases of influenza. It is a tragedy that the government has been made this decision now.

b)
The previous government invested huge amounts of money into the Center and I think it's terrible that the present government annouced this cut when the number of cases of influenza has been increased. The Center has been run successfully for many years. But this decision is just typical of this government. It has been neglected health research ever since it ws elected, and has been cut back on spending on science generally. Althought the government says that the cut is necessary because of the recent world economic problems, I found evidence that they planed this for some time. I have spoken to the Minister about this yesterday and have also written to the Prime Minister demanding that the decision should be reversed.

(1) Attention à la différence entre "has been increased" et "has been increasing": passif et actif.
(2) le "present perfect continuous" est normal dans une phrase comme "For some time now..." là où en français on emploie "depuis" avec le présent
(3) Quand il y a un adverbe temporel comme "yesterday" qui indique un moment précis et bien défini le passé simple s'impose: "I spoke to the minister yesterday." En l'absence d'un tel adverbe, ou bien quand il y a un adverbe plus général comme "recently" ou "often" on peut utiliser le present perfect: "I have spoken to the minister." "I have spoken to the minister recently."
