The scripture is not arabic but seems to be farsi/pakistani. However, I can guess that it's a religious text.
You should post your request in the farsi section of the forum.

Yes it's probably a language spoken in Pakistan, Urdu I think. http://en.wikipedia.org/wiki/Languages_of_Pakistan

The translation might be : "A Child’s mind is just like a blank paper, whatever is written on it, stays on it. If the upbringing of a child is taken care of in the early stages, he would become a great human being in the future."

The words written on the image seems farsi. I think it seems some religious words. Mainly I don't know the arabic language so you can get the things from other sides.
