Que veut dire "voucher " dans ce contexte (il s'agit d'un document sur l'immigration) ;

Premier post sur ce forum où je suis nouveau :-)

"Voucher" ici est utilisé selon moi en tant que "registre de transcript officiel", en gros celà pourrai se traduire par :

" even at the present admission rate of only 5,000 a year by voucher, there is sufficient for a further 25,000 dependants per annum …"

" même au régime d'admission actuel de seulement 5.000 par registre de transcription, il y a de la marge pour encore 25.000 dépendants par an... "
