My stepfather gave me a tape of a phone message he got in 1991. I have been told this is some one speaking dutch, but not very well.

I'm reasonably sure that it's Afrikaans. I can't decipher it all but it sounds like he's revising for his police studies exam or something. Hopefully someone can improve on it but this is about as far as I could get with the first messsage:
