Someone sent me this letter, I don't know what language it is, can someone translate for me?

Unreadable English letter
Obviously, this letter is in English. All that i could read is two words "Thank you" which is at the top of the letter. The other parts are the letter are unreadable for me.

It might be some very ugly written Arabic(though it doesn't look too much like Arabic), you should try to post it in the Arabic forum, maybe someone will understand it. But some words look like they are repeating so maybe the person who sent the letter wanted to make a prank.
