The Scientific Group for Legal Consultations"- Civil Institution for Law, registered in accordance with the provisions of the Egyptian Civil Law, among its objectives is to hold conferences and symposiums that discuss legal aspects of all fields and subjects related to and affect the Egyptian and the Arab society as a whole.

Satellite channels have became the bewitched crystal on the audience in every Arab house in the age of satellites, globalization, open skies, a request for all ages of people, the main factor of shaping the culture of people, and live broadcaster of events .

Throughout the previous ages, the largest Arab channels achieved remarkable success and captured the Arab viewers from the ocean to the gulf, in view of the recent increase of criticism to the performance of satellite channels, voices are raised in order to lay down Arab Union for regulating the work of Arab Satellite Channels and the Media Honor Charter respected by all concerned parties, the matter which necessitates the meeting of all concerned parties on one table to discuss the matter in order to reach the most suitable solution by holding conference concerned of this issues.

Based on the legal specialization of the Group and the main stream that encourage and promote private sector and NGOs' role in all fields in consistence with the role of the state, institutions and public authorities, the Group adopted the invitation of holding this conference and to provide all means that makes it achieve its desired goals.

On account of our honest invitation that aims to boost the culture of nation and the coming generation, preserving the message of the channels and the history, and confirming to its role in advancing and promoting the media message….the support and assistance of the event showed the keenness of every body to rise and solve the obstacles and negatives of satellite channels work.

The conference Subject

The time is convenient for holding Arab conference for satellite channels… to discuss the negative effects of the absence of legislations regulating the work of Arab satellite channels and defining its rights and duties, the basis of Media Honor Charter of it, and the rules of establishing Arab Union for Arab Satellite Channels.


The conference Goals

To lay down a study on legal aspects of Arab satellite channels' work to be the message of its owners, those concerned and interested about it and its viewers (with their views and requests)... to the specialists of laying down Arab Agreement regulating the work of Arab Satellite Channels and the Media Honor Charter of it- scheduled to be issued from the Arab Information Ministers Council - Arab League- which will be adopted in national legislations in different Arab Countries, as to what should be included in this Agreement and legislations from rules and principles that ensure achieving its purpose and the balance between the rights and obligations of the channels, and to be the core of international Agreement in this regard.

* Establishing Arab Union for Arab satellite Channels, as to be the body representing them, protecting their intellectual property rights, and to stand against the piracy of media articles.

* To discuss forms and types of the infringement on Intellectual Property Rights and Neighboring Rights of Arab satellite Channels and among each others and on the right of others and to workout necessary frames to protect it.

* A large gathering of heads and managements of Arab Satellite Channels, official and unofficial corporations, and the concerned parties, to discuss the current performance and work of satellite channels and to address work obstacles and all the needs of all parties.

* To study the obstacles preventing the integration of media message.

*To create links and connections between the heads and managements of satellite channels, production companies, companies operating in manufacturing tools and machines, and related services, in order to facilitate dialogue, harmony, and joint cooperation between all the parties.

* To lay down Media Honor Charter to regulate media performance between the channels.

* To submit technical, media, economic and marketing studies, scientific solutions, of international expertise by elite of professors of university and professionals, which should evolve and upgrade media work of Arab satellite channels for the competition on the international arena.

• Unifying the advantages given to satellite channels in some Arab countries and its effectiveness in other countries, considering the channels performing media message of national interest and significant industry we must encourage.

• Identifying the legal personality of satellite channel and its broadcasters, just like press and journalists.
• Legal specific studies for the specialized channels' work.

This place was selected carefully to fully suite the event, where it is easy for participants to attend from allover the Arab World, the wideness, calmness and tranquility, and the integration of services.


The advertising campaign of the conference

The Group prepared large media, advertising and publicity campaign that befit the level of the event, beginning with international press conference for advertising about the subject, arrangements, frame, and the goals of the conference, followed by the activation of media center concerning the publication of the conference news in many Egyptian and Arab newspapers, as well as, broadcasting programs about it on satellite channels and the publication of audiovisual advertisements through different newspapers and mass media that include list of bodies, names of official and governmental supporter, and the sponsors with their logos, in addition to the delivery of publications (Brochure- manual- folder) on the bodies interested and concerned in the media field.


Work shops and Open Symposiums

Number of work shops and open symposiums will be held on the margin of the conference to discuss the subject and topics of the conference to reach positive and active solutions to achieve its goals. The researches will be reviewed and divided by the Higher Commission (Professors of Media and Law Faculties ) as soon as it is licensed, it will be published in the Egyptian Magazine for Media Research - Cairo University- Faculty of Mass Communication.
Questionnaire & the Competition of (THE BEST):

-The Scientific Group co-shared with Cairo University- Faculty of Mass Communication, will conduct field study and poll for Arab viewers about the best in Arab Satellite Channels, programs and broadcasters.
- At the same time, the competition of the best (channel- program- broadcaster) will be launched through various mass media to call the audiences to vote on the best.
- There will be higher commission of specialists to sanction the result where valuable prizes will be given in large honoring ceremony for the best. As well as prizes to the participant audiences.
