Banking Privatisation in China

Today morning, I was told by my father that, he heard via radio that China is going to privatise its banking industry!!!

What a thundering News! Since PRC's establishment in Oct 1949, banks have been a nationalised industry, and we have policy banks and other state-owned banks, and after 1980s, China introduces commercial banks, and I heard some years ago that maybe in the future banking would be privatised, but I never knew it so fast!

Yet I'm searching documented news to ratify it!

○明年适时调整外资金融机构从中国境内吸收外汇存款的比例

　　本报北京12月5日讯记者韩雪萌王晓欣报道中国银监会主席刘明康今天在国务院新闻办举行的新闻发布会上宣布，我国将从即日起采取四项措施，继续鼓励外资银行的发展。
　　这些措施分别是：第一，按照加入世贸组织承诺，允许外资金融机构将经营人民币业务的地域扩大到汕头和宁波，同时为鼓励外资金融机构参与实施我国西部大开发和振兴东北老工业基地战略，经国务院批准，提前向外资金融机构开放哈尔滨、长春、兰州、银川、南宁5个城市的人民币业务，使开放人民币业务的城市从18个增加到2 5个（此前已开放上海、深圳、天津、大连、广州、珠海、青岛、南京、武汉、济南、福州、成都、重庆、昆明、北京、厦门、西安、沈阳）。
　　第二，适当降低外资银行经营人民币业务营运资金的要求。将外国银行分行对各类客户（包括居民个人）人民币业务营运资金最高一档由目前的5亿元人民币降低为4亿元。将外资独资、合资银行在华分行对各类客户人民币业务营运资金由目前的3亿元降低为2亿元。并将根据上述决定，修改《中华人民共和国外资金融机构管理条例实施细则》，于明年底前发布实施。
　　第三，积极研究对中、西部和东北地区外资银行经营人民币业务实行更加优惠的准入政策，继续支持外资银行在以上地区设立机构，开展业务。
　　第四，将按照《中华人民共和国外资金融机构管理条例》规定，在明年适时调整外资金融机构从中国境内吸收外汇存款的比例。
