Help: translation from Farsi to French or English

Hello,
Could anybody help me to translate the attached text from Farsi (I cannot read it) to french or English? The visa was delivered by the Persian Consulate in Moscow in 1918.
Quelqu'un pourrait-il m'aider à traduire le texte Farsi joint. Il s'agit d'un visa délivré par le Consulat de Perse à Moscou en 1918.
