White House spokesman Scott McClellan told reporters that Michael Brown, the director of the Federal Emergency Management Agency (FEMA), briefed Mr. Bush before he left his Texas ranch for Arizona where he will deliver a speech on Medicare. Brown said it would take time before an assessment is possible for when refineries could resume activity.

President Bush authorized loans from the strategic reserve to help make up for missing supplies when Hurricane Ivan struck in 2004.

Ex- Mayor, Mark Morial, summed up his view by saying; "We've lost our city, I fear it's potentially like Pompeii."

Two of the city's levees on Lake Ponchartrain failed; one with a football-field size breech. Emergency workers dropped sandbags from helicopters into the levee's breeches, but the water kept coming.

"It appears that now the bowl is beginning to fill -- not rapidly but slowly," said Walter Maestri, an emergency operations manager. New floods swept through the center of New Orleans and water now covers 80 percent of the city with broken gas lines feeding raging fires. In some locations the water is now at a depth of 20 feet (six meters).

The famous French Quarter finally succombed to the floods shortly after one woman outside Johnny White's Bar on Bourbon Street yelled out, "The levee broke!"

"Get out of town if you can." said Ed Freytag, a city worker at the temporary City Hall complex. "We're damn close right now to that worst-case scenario," said Dave Cohen, a local radio host.

During War of 1812, General Andrew Jackson imposed martial law after liberating the encampment of New Orleans.

Hurricane Katrina is sure to have a big economic impact. Often with natural disasters, it is the insurance industry that is among the first to produce estimates of the economic damage. How do they estimate the cost of the damage? This report from Andrew Walker:

The insurance industry is well prepared to make a quick rough and ready estimate of the loss it will suffer. The early figures are based on computer programmes operated by companies called risk modelling agencies. Over the last few days they have been using fairly detailed information in their databases about the area affected.

They have know about the population, housing density, types of construction and the extent of insurance cover. To that they add information about wind speeds, rainfall and the path the storm has taken. They also have to make some estimates about what are called excesses - the amount that policyholders have to cover themselves, before they can claim from their insurers. For big companies, these figures can be millions of dollars.

The insurance cover is predominantly held by householders and private business. There will clearly be extensive damage to government property but industry experts say it is not widely insured. They also say that the cost of damage to offshore oil installations is likely to be very high, perhaps the largest ever suffered by the industry. It is also especially difficult to estimate at this early stage. One expert said that these early figures are not hugely accurate. He also said there are often additional factors that can push up losses - for example, labour and building materials costs often rise because they are in such demand for reconstruction.

In addition there are uninsured losses - which could according to one insurance industry economist put total damage as high as fifty billion dollars.

J'ai bien vu mais tu vois, c'est pas forcément la date de l'article qui correspond à celle du post ... m'enfin, c'était juste comme ça !! ça n'insinue pas sur la survie du schmilblick !! Je voulais vous laisser (à Toi et FD) vos sources d'information (Wiki et CNN !!) et j'ai découvert ce site qui permet d'apprendre du vocabulaire !! donc plutot pas mal !! vous en pensez quoi ?

Hey pas de probleme, mais sinon, j'essaie de l'indiquer. Les news wiki sont mouvantes, pas comme les depeches afp avec une horaire super precis. Mais je trouve tes remarques pertinentes, et les rubriques news sont nouvelles, donc tout le monde est invité a participer et a faire des suggestions, tu penses bien que je ferais plus attention la prochaine fois
