Even the liberal freaks in Center for Global Development (CDG) admit the capitalist USA is better than socialist France .

Despite the facts that CDG is a liberal think tank (its founders ,Scott and Bergsten served in Carter administration ) and it uses weird criteria as : Kyoto Protocol, rewards for "accepting immigration of unskilled people more than skilled" from poor countries... to evaluate aids from the rich countries. According to its "The Commitment to Development Index 2006" , the USA is placed ahead France during 3 years straight in development aid.
In 2003, having been busy fighting in Afghanistan and Iraq, the USA was behind France, but the States have made big effort to help, if the criteria of killing muzzies and installing democracy are taken into account, then the USA will be the first among the nations.
For three years ( 2004, 2005, 2006) , France have dragged behind . Because Chirac must spend money to appease the muzzies in the poor zones in home like Paristan.
But the Froggy taxpayers is persuaded by the propaganda from state-controlled media that : "how France is good and generous, not only it gives your money and help to the other poor countries, but France treats them with respect, then those third world countries, especially Islamic ones will return their admiration and respect to brother France, France is always a great power, it has always military, economical means to play a role on world stage, etc... "

The United States ranks 13th overall in 2006. U.S. barriers against developing country agricultural exports are lower than those of most CDI countries, and some U.S. policies promote healthy investment in poor countries. But the United States finishes near the bottom of the rankings in both the foreign aid and environment components. U.S. foreign aid is small as a share of its income and it “ties” a large share of this aid to the purchase of U.S. goods and services. The United States also has the lowest gas taxes and among the highest greenhouse gas emission rates per person. Along with Australia, it is one of only two CDI countries that have not signed the Kyoto Protocol.

France ranks 18th overall in 2006. The French government is one of the strongest supporters of research and development, helping France finish first in the technology component. But France’s performance is affected by below-average scores in three CDI components: aid, migration and security. France has a poor immigration record due to the low number of immigrants entering France from poor countries and is one of the world’s largest exporters of arms to undemocratic governments.

THE QUESTION OF USA generous gift could be understood as a kind of humor test .
The actual question is : where is the USA people ??
All of USA policy is decided by Jewish CIA and White Hall Lobby . None of the traditionnal characters of the US people is any more appearing in to day's North América behaviour .
Israel is killing whichever his religious fanatical leaders decide to kill . And the USA citizen is paying cash !
Europe too , is now obliged to pay for Israel weapons .
But the jewish occupation of US power remains the actual and main threat for any country where a diaspora is at work to over-catch the local power levers .
