What I know about China apart from being a huge civilization:
the China Ambassador in Romania was asked once in what consists the Chinese policy. And he answered in this way:
"Someone has a big and tall metal pole. He takes a piece of fine silk and begins to polish the pole. Finally he will get a neddle in which ear he'll intoduce the silk thread.That's our policy on long term."
Well, with this kind of thinking you'll get pretty far...

you told the tale a little bit wrong, what someone used to polish the iron bar was not a piece of fine silk at all, but a piece of rubstone.

This story （磨杵成针/只要功夫深，铁棒磨成针）comes from Chinese Tang Dynasty, when the GReat Chinese Poet Li Bai lived ever.

When He was still a boy, one day, he met a old woman driving her swears on land, what was she doing, my god! She was grinding something!

What was it! It was a iron bar, 20cm width, she was grinding this bar hard against a piece of grinding stone!

He was confused and asked her: Grand mama, what's are you doing, how can you grind a iron bar like that, what do you want to do?

The old woman told him: I want a needle but I don't have, yet I own this bar, so I have to grind this bar into a needble, with this needle I would do houseword and sew clothes for my family.

Li Bai was astonished: But How long can you make it? It seems huge!

She Responded: It will do. See, I grind this bar, and of course one grinding stone will not be enough, but I have another, and even more to grind this bar, one day at last, It would be ground slim and piercing.

Li Bai known this story and from thence he studied hard to become a famous poet in Chinese history.
