Can anyone read this I was told it was sanskrit and now someone has said that it might be tibetan script. Does anyone know what it is and roughly what it might say?

I found it about 20 years ago hanging in a tree over a brook I was 10 at the time it came in a pot made from ivory and it was full of cobwebs so must have been there a while.
