Is this sanskrit? Can anyone read it?

Can anyone read this I was told it was sanskrit and now someone has said that it might be tibetan script. Does anyone know what it is and roughly what it might say?

it's written in devanagari script

not tibetan; it can be hindi, sanscrit, marathi, nepali,.....

the script is some early form of devanagari (has elements of sharda)...
the language is partialy(in quantity) some prakrit, and partially something that is not IE...
this might happen to be a Pali commentary on some tibetian document...

why are you so interested on it...
where did you found this?....

I found it about 20 years ago hanging in a tree over a brook I was 10 at the time it came in a pot made from ivory and it was full of cobwebs so must have been there a while.
