I have translated the two first lines so that it has a complete sense.The sentence that you have suggested is incomplete since the direct object of "vow" is "service", this is why I did not understand the sense of what you meant.
Voveo tibi, patria mea, supra universa
Totum, omne, perfectum auxilium mei amoris.
