Is it the hole sentence or you rather would every world separately..? I'm not sure..?
"nemo" is "nobody" "lugeo" is "deplore" (they're both: infinitive and in the case: I deplore) "scelestus" is "rascal" , "scoundrel" or smth like that. Unfortunately I’m not so good at Latin (and at English :s) to translate correctly for 100% and I think that I can't build the hole sentence.. Sorry :s

1. 'lugeo' isn't an infinitivus. It's first person singular of 'lugere' : to mourn.
I mourn. 2. 'nemo' can mean : none, nobody, not one. I mourn nobody. 3. 'scelestus' means : evil, wicked, atrocious. Conclusion: "Nemo lugeo scelestus." I mourn no evil one.
