Those short vowels are showed in school books for little children to learn reading correclty, but also when we were advanced for "e3râb" purposes. We used to be given in secondary school texts with no short vowels, and we were asked to put the right ones.
If you go reading online, and in books for adults, you won't see short vowels as it's just evident that all can read without them.
