I can't speak for the majority of people here but I learned english and french very early thanks to my parents. This was done by repeating phrases using books and building a vocabulary of equivalent phrases. I also attended school in France, the UK and Belgium.

Also, what you can do is try to watch dvds in another language with subtitles, always forcing yourself to listen and only read when you don't understand. And, corresponding with someone abroad helps a lot.

The internet can certainly help. There's loads of free material out there. However, ultimately it's up to you to get books and videos to actually step as early as possible from passive to active understanding. Learning to speak a language can be hard to begin with but it's what will help you the most afterwards.

P.S: Some people have learned a language through a passion. For instance, I've encountered a few people that learned English through music, computers or video games.
