to chinoise: "zéro pointé" is a saying that stands for the lowest mark you can have in class ie 0. I don't know how it is in your country but in france teachers use to give marks for kid's behavior.
so that would be something like
le gouvernement renonce au zéro pointé pour les enfants turbulents "
governement gets away from "zéro pointé" for excited kids
