Hello ! I have a problem with the sentence below :

"It can hardly mean anything but that, under certain conditions, the knowledge and intentions of the different members of society are supposed to come more and more into agreement".


How can I translate "it can hardly mean anything but that" ? Cela ne veut presque rien dire d'autre que" ? "Cela ne signifie rien d'autre que" ?
