In the specific case I presented (if it is a valid one), I believe the only option that would match would be that it occurs at the same time as the conjugated verb. Though this cannot be seen as a general rule since in your first example "Elle est heureuse d'être venue vous voir.", the perfect infinitive's action obviously occured before that of the main action.
I need more comments on the sentence I propose before I can give you a good answer. I'm not even sure if it's a valid perfect infinitive construction yet. What do you think?
