Default Perfect past infinitive

Salut:
Note: the perfect infinitive is formed by using the inifinitive of the auxilary verb (avoir or être) and the past participle of the verb :

Example: avoir chante' , être revenu
it is used to indicate "anteriority" in relation to the conjugated verb, the agreement of the past participle follows the usual rules:
il regrette d,avoir achete' cette voiture
Elle est heureuse d,être venue vous voir.
The perfect infinitive must be used after the preposition (après)

après être rentrés du cinéma ,ils ont dîné

Question : According to the above (Note )

is the following Statement Correct:

when the perfect past infinitive is used ,it indicates that its action (occured before ) the action of the main (conjugated ) verb.
