That will depend on how we define the "inventory", but up to now, inventory is storage of goods, which is tangible, but service is a product that don't have forms, but values, it's a special commodity, but not goods, it's services. Then today's inventory is effectively applied to tangible goods, and I don't know whether an intangible service should also have an inventory, if do, the answer is YES.
Besides, services industry is called nowadays as "tertiary industry/sector", which is different from the first Industry (machinery industry), and the second Agriculture (farming industry), we call it services because it cannot produce what we essentially need, for example, foods, driving, clothing, housing, raiway, ... but it does produce what we need lifely, like telecom, post, Internet, hairdressing, translation & interpretation, hoteling and tourism, betting and entertainment.... It produce additional products to our life, which products is as necessary as our vital needs like food, clothing and housing, but in a traditional economic view or pre-19th century view, when Capitalism and Socialism were fiercely discussed, then the division of 3 economic sectors came out, but today, everyting seems not peculiar, we can see capitalism in socialism and socialism in capitalism. So this 3-layers economic structure is alittle bit outdated.
But as to this contention, services business as you notes does benefit from inventory, because it also buys materials to render its business, and it buys industrial products from inventories of the first sector-manufacturers, even its rendering of services don't need materials at all, its basic facilities to render services must be bought from the first sector; in such a sense, even banking is benefit from JIT, because every bank needs computer systems, you know, it also need electricity, and those industrial products must be concerned about inventories.
And in your question, it debates in an prerequisite that a services business does not relate to tangible products, but it's not true, anyway, in a purist condition, we can deem that services business really does need JIT. But it also have intangible inventories, and also, needs tangible products, ...:
