Rough draft
So I have listened to your file a few dozen times, so I might as well throw my hat in the ring. I`ll start with what I am most certain about and then work backwards into guessing.
So the broadcast is about imprisoned terrorist suspects in Iraq. The last part (from 0:19-0:28) basically says that right now in Iraq there are about 11,000 imprisoned terrorism suspects.
Before that I am still having trouble making out some of the audio, but I think he is saying is that as the Iraqi government struggles along (いざれるかたちになっています?, he mumbles it I can`t tell 100%) the American army continues a strategy of trying to crush the armed insurgencies. They go about this by capturing and imprisoning anyone they suspect to be a terrorist. And then he gives the figure for the current number of prisoners I gave earlier.
If anyone wants to second guess or correct any part of this, please feel free.
