I'll tell you what it means exactly :
rtada = he wore & yartady = he is wearing or he wears
rtadat = she wore & tartady = she is wearing or she wears

There is also the verb "labasa" that means "he wore".
(labasa = he wore & yalbisu = he is wearing or he wears)

She is wearing high-heeled shoes = hya talbisu Hidhâ-an dhû ka'bin 'âlin = هي تلبس حذاء ذو كعب عال
