I am not sure I can be of great help for you. I do not go to chat rooms, and therefore I do not know about any to suggest to you. But you sure wouldn't need to have windows in Arabic to be able to log in Arabic chat rooms.
What kind of websites are you looking for? You say that you're fluent in Arabic, so I doubt that you're looking for stories for kids mathalan or websites for beginners. Do you read news on Aljazeera for example? That's some practice!

And what amiyya were you talking about? You know there are several Arabic dialects.
