I am from northern Germany and i think you mean a word coming from the old nordish dialect which is called "Plattdütsch" or "Plattdeutsch" and which is still spoken in Mecklenburg or in Schlewig-Holstein
What you mean is the word "Proppentrecker" and that is not a nice word *lol* It means something like "idiot" or "stupid guy" ;o)
