There is an open-source based translation management system called "]project-open[" (
]project-open[ - Open Source Solution for Project Management,
SourceForge.net: ]project-open[ for download).
Basically, the system allows you to define a list of tasks (documents to be translated) and users (the translators). Then assign translators to documents, and: There you go! The translators will see their assigned tasks when they logon to the system.
