2 Despite the ICT gap between France and some of its neighbours , fixed-line telephone subscriptions per head of population have been declining in recent years .France’s mobile-phone market has doubled over the past five years , but the number of subscribers, at an estimated 43 m in 2004,remains low for a country of France’s population and income level: the penetration rate ,at 71%in 2004 , remains well below the rates in excess of 90% in Finland , Sweden and Italy (the world leaders).A similar picture emerges in the PC market with a 50 %increase compared to 1990.However,it is still well below the rates to be found in countries such as Sweden and the UK .the low level of home ownership of PCs has inevitably resulted in low internet penetration rates .despite strong since 2000 (during which the number of internet users has more than doubled).internet penetration rates ,at 41 per 100 of population in 2004 ,are well below those in northern Europe.
