Hi, I am a French young tranlator who has problems with my dissertation degree. it's a translation of a book about the role of the media in US.
Here is the extract of the text:
"Preparedness assumes that the US could have prevented the tragedy. If the country was unprepared, then someone here, presumably the government, is at least partly accountable for the deaths of september 11."
And, immediately coming after this, the sentence that I don't really get:
"And, as Shanto Iyengar demonstrates in Is Anyone responsible?, by imputing responsibility the media describe the political order, detailing who should do what, who gets credits when things go right, and who deserves blame when they go wrong."
It seems to me that it lacks some "to" or some "for", and some verb...
Would you explain this sentence to me? That would be adorable....

Thank you by advance!!!
