The South Korean Minister of Foreign Affairs, Ban Ki-Moon, has succeded to the head of the United Nations. He was appointed by the members of the United Nations. Jean-Marc de la Sablière is the ambassador from France to the UN.

Just a note: it is proper to use "succeeded" in this way, but somewhat old-fashioned/antiquated. It might be better to go with something like "Ban Ki-Moon has been designated the head of the United Nations".
